Management deficiencies of refusing payment of medical insurance in out-patient department and its countermeasures

Since the implementation of holding the Social Security card to settle accounts in out-patient department, the refusing payment of medical insurance has become the main reason for non-payment. The data of refusing payment of medical insurance in out-patient department from January 2008 to December 2013 is analyzed in this study, in order to reduce the condition of refusing payment, find management deficiencies of medical insurance in outpatient, and propose the corresponding corrective measures.
